Lokman Singh Karki ((ネパール語:लोकमान सिंह कार्की), born:April 5, 1956) is the current Chief Commissioner of Commission for Investigation of Abuse of Authority (CIAA), Nepal. He has been in office since May, 2013.
BIOGRAPHY
----
Lokman Singh Karki is the Chief Commissioner of The Commission for Investigation of Abuse of Authority (CIAA). The Commission for the Investigation of Abuse of Authority is an autonomous, apex constitutional body to curb corruption and its tentacles in the country. Interim constitution of Nepal 2007 has empowered CIAA to investigate and probe cases against the persons holding any public office and their associates who are indulged in the abuse of authority by way of corruption and/or improper conduct.
CIAA is the unique anti-corruption agency in South-Asia, which plays the role of an ombudsman, investigator and prosecutor as well. It also focuses on detection and punishment of corrupt acts on the one hand and social, cultural and institutional reform on the other.
Along with these constitutional responsibilities, Hon.Chief Commissioner has pioneered a new vision that "Corruption free society should be our right." His priorities have been to march an anti-corruption movement and to establish a society free of corruption where Good governance prevails, Rule based democracy is respected, Human Rights is best realized, Development is embraced and Constitutionalism as a whole gets protected. His primacies have become to empower and provide voice to the deprived and most vulnerable people, and to fortify the Commission itself.
"I want to build a Society Free of Corruption", the Hon. Chief Commissioner has said, "And service my country to recuperate and rebuild by wiping out the threat of corruption. My perseverance to contribute in Nation Building and its prosperity is the core reason behind pursuing a career in public service. As the Chief Commissioner, I am resolute to see this Commission deliver palpable, significant results that advance Good Governance, development and human rights."
Inspired by the saying of William Shakespeare that Snake is poisonous just like corruption, poison decays the body and corruption decays the government, he is enthused to treat this poison from the society.
Mr. Karki took office on May 8, 2013 and will continue to serve until 2019.

COMBATTING CORRUPTION IN A MULTI-SECTORIAL WAY
----
Abuse of authority no matter who does it or in which scale is an absolute crime, it’s a betrayal to the state and to responsibilities that one holds. In the light of this fact, CIAA has effectively taken action against the irregularities that were detected in education, health, local development, social security and other various sectors like Nepal Electricity Authority, Department of Urban Development, Department of Transport, Nepal Telecom, Department of Immigration, Department of Foreign Employment, Department of Forest, Sajha Prakashan, Nepal Airlines Corporation, Tourism sector, Department of Road, Revenue Department, Cricket Association of Nepal-CAN, Department of Health, Universities, Colleges and Schools, Department of Commerce and Industry, Nepal Oil Corporation, Agricultural sector, Issues and management of Passport and Citizenship distribution, Social Security issues and so on. For the first time in history, CIAA initiated action against the indecisiveness and inconclusiveness of a high ranking public official of Nepal Trust, positioned to take decisions, which obstructed smooth administration and desired functioning of the office. Recently action has been taken to address the tendency of holding license on bag for hydro power. The efforts and actions of CIAA have considerably increased the number of Tax payer’s deterred VAT evaders. After his appointment, total number of complaints lodged has increased to 28514(Twenty Eight Thousand Five Hundred Fourteen) which is almost three times more than the previous year, and its disposal rate has also amplified by two fold, with 248(Two Hundred Forty Eight) prosecutions and more than Rs. 2.3 billion fine imposed, manifestly indicating that the public trust towards the commission has significantly increased and the Commission has appreciated the necessity to make concrete efforts against the threat of corruption.
PROTECTING RIGHTS OF THE PEOPLE

Under his initiation a revolutionary step was taken, raising a fight against the “GHOST SCHOOLS”, schools that are merely built in papers not in reality. Total of 737 ghost schools were investigated resulting in protection of right to education of more than 0.2 Million children along with a total of 6 billion budgets allocated to these schools annually has been preserved. Daily 2000-2500 Nepalese workers migrate to foreign countries in hope of a better life but a kill joy is thrown when they realize that they have been cheated, however, his efforts to control illegal sending of migrant workers has directly protected the future of uncountable aspiring youth and spread awareness to incalculable youth desiring to work in a foreign country. Action was taken against the officials involved in providing low quality of medicine to pregnant women namely MISOPROSTOL that is distributed in rural areas where women do not have access to proper health facilities, in so doing protecting Reproductive right of more than 0.2 million rural women who are estimated to use Misoprostol. Along with these issues, Social Security of the vulnerable people has also been protected by monitoring and ensuring that the social security fund is properly distributed and preventing from being embezzled.
GENERATING AWARENESS

Under his instigation the commission is now working in collaboration with Non-Governmental Organisation like Maiti Nepal so as to protect the girls from being trafficked. Chief Commissioner believes that "the youths are the change agent and if we can aware them, educate them, empower them and support them to march a restless blow against corruption, it is beyond doubt that we can achieve our goals." Thus interaction programmes are held regularly with children where he personally interacts with the children to teach them and aware them about the adversities of corruption. Chief Commissioner meets the public once a month to hear their problems and give pragmatic solution.
STRENGTHENING THE INSTITUTION
Mr Karki was appointed as the Chief of CIAA by the Rt. Honorable President of Nepal, Dr. Ram Baran Yadav for a six years term on the recommendation made by the Constitutional Council. As the chief of an apex constitutional body for corruption control, he has introduced various strategies to combat corruption that includes both system based and rights based approach. It is his vision that has paved a new direction in the working mechanism of the Commission. The commission is currently functioning, diligently to protect the Human rights of every citizen, Hon Chief Commissioner believes that "No any protection of human rights can be adhered to where corruption as an established procedure hinders with the people's tussle to apprehend their right to security, dignity and development."Along with it Mr Karki has aimed at making the Commission more transparent, effective and efficient through punitive, promotional and preventive measures.
The Commission was limited only to the Central level, whereby the access was simply available merely to the urban people making it difficult for the people living far from the central office. To make it reachable throughout the country the commission has recently established 5 regional Offices and 5 liaison Offices which was possible only by continuous persuasion and efforts of the Hon. Chief Commissioner within a year.
Prior to the appointment of the Chief Commissioner, the budget allocated was RS 140 Million and the human resource was 225 people making it challenging for the Commission to effectively work against corruption. However, after his appointment, he has been able to increase the budget by approximately 6 times and the human resource by 4 folds.
To strengthen the mutual relation CIAA with various Anti-Corruption Agencies and to march a global Anti-Corruption movement he has been actively participating in Bilateral and Multilateral meetings. His visit to Peoples Republic of China, Malaysia, Thailand, Australia are a few examples where his meeting with the Anti-Corruption Agency heads , concerned Ministers and High level Political Executives have proved to be productive in exchanging their vision and experiences of controlling corruption, thereby firming mutual relation.
PERSONAL

Mr Karki, son of Late General Bhupal Man Singh Karki and Late Durga Kumari Karki was born in Nepal on April 5, 1956. He received a Master’s degree in Economics and Social Studies (1989) specializing in Development Administration and Post Graduate Diploma (1988) in Development Administration from the Victoria University, Manchester, UK, he has also earned a Master’s Degree in Economics (1981) with merit from the Tribhuvan University, Nepal.
Mr. Karki is a retired Nepalese Civil Service Officer. He joined Nepalese Civil Service in 1984 as an under-secretary of the state council and served till April 2009 in different capacities ranging from Under Secretary to Chief Secretary, from a mid-level officer to the highest rank of the bureaucracy. In his 24 years of civil service career, he established himself as an honest, hardworking and professional bureaucrat exemplifying these virtues while serving in the various capacities.
He was Chief Secretary of Government of Nepal from April 2006 to April 2009. He was the secretary of Government of Nepal from April 2001 to April 2006. As the secretary he worked at the Ministry of Information and Communications, Office of the Prime Minister and Council of Ministers, Ministry of Health, Ministry of Population and Environment and at the Ministry of Water Resources.
He was the Joint secretary of the Government of Nepal from August 1993 to April 2001 when he served in the Ministry of Finance in different capacities. He worked as a convener and chief of the Revenue Advisory Committee and Central Monitoring Unit, in the Ministry of Finance. He also held the position of Director General of the Department of Customs in the Ministry of Finance. He was the first Director General of the Department of Revenue Investigation. He worked as an under-secretary from August 1984 to August 1993, in various capacities.
He has wide knowledge and expertise in the field of national and international financial management and administration. His wide-ranging coordination with national and international personalities supplemented to the sound financial management and administration, leading management of resources in such a way to create wealth and augmentation of revenue in the national treasury.
He presided as the Chairperson of the Human Rights Implementation and Working Committee and also executed responsibilities as the Chief of the Peace, Reconciliation and Reconstruction Committee in addressing the situation of conflict in the country.
He has the experience of being affiliated with as many as 31 different commissions, councils, boards and committees during his tenure in Nepalese civil service. He has participated in as many as 45 different seminars, conferences and study tours representing Nepal as the head of delegation in different programs in different countries of all continents.
He is the Vice President of Bhupal Man Sing Karki Academy, established by his father which is the first and the largest trust in private sector established to decorate dignified personalities in thirteen different areas of public interest.
He is also the Patron of Nepal Karate Association, which has more than one million youth members. Karate is considered to be one of the most popular games in Nepal.
Hon. Chief Commissioner speaks Nepali, English, and Hindi, Bhojpuri and Maithili languages. He and his wife, Mrs Sunita karki, have one son and two daughters. Mrs. Karki has always been a supportive wife. Mrs Karki, through her revolutionary poems has tried to give voice to the oppressed and downtrodden, and campaign for social change.
PERTINENT CONTRIBUTIONS BY MR. KARKI
His vision of making public administration of the country pro-people, accountable, transparent, inclusive and participatory led to the enactment of The Good Governance (Management and Operation) Act 2064 in his tenure as the Chief Secretary of Government of Nepal.
He played a crucial role in overseeing the ratification and implementation of Kyoto Protocol for the justifiable use of resources, to limit and to reduce the emission of gases that contribute to greenhouse gas inventory in the atmosphere. Apprehending that it is important for Nepal to adopt environmentally friendly energy options based on local resources like hydropower and biomass he insisted on ratifying the Kyoto Protocol so that Nepal can benefit from the provisions of clean development mechanism (CDM).
He was instrumental in introducing sweeping and innovative reforms in the country by introducing modern technologies such as FM, Broadband and internet facilities including the cell-phone not only in the urban areas but also to the rural areas of Nepal in collaboration with the private sector during his tenure as the secretary of Ministry of Information and Communication and the Chairperson of the Nepal Telecommunication Board.
As the Secretary of the Ministry of Water Resources, he developed a vision for the optimal development of the country’s abundant water resources for the following twenty-five years, including the genesis of the National Water Plan for translating the Strategy into a plan of action.
The PPP scheme was advocated and promoted by Mr Karki, which offered the private sector to construct new projects under public-private partnership to promote the private sectors' participation in generating hydro power, along with the provision of guaranteed 10% project share to the project affected general public.
As the Secretary of the Ministry of Health he played an active role in formulating the Health Sector Reform Strategy for introducing comprehensive reforms at primary, secondary, tertiary, district and national levels for ensuring essential health services as a fundamental right of the people.
It was during his tenure as the Secretary of the then Ministry of Population and Environment when the Ministry ushered in environment friendly clean technologies in an attempt to clean up the air pollution of Kathmandu city through the introduction of battery operated three wheelers for commuters together with mandatory emission test certification for vehicles plying in Kathmandu.
He was instrumental in introducing Value Added Tax (VAT) in Nepal which has become a strong and healthy backbone of the internal revenue by surpassing custom duties from FY 2002/03 onward and now stands as the largest contributor to the state coffer. At the time of its introduction, there were only 2045 taxpayers converted into VAT from the then sales tax regime, but by FY 2013/14, registration toll has reached to almost 145,000, registering a phenomenal annual average growth of 126.42 per cent.
The Automated system for customs Data, ASYCUDA for the efficient and effective management of Customs operations was familiarized in Nepal by his efforts during his placement as the Director General of Custom Department.
Recognition
----
In recognition of his professionalism, he has been decorated by the then His Majesty King Birendra Bir Bikram Shah Dev with “Suprabal Gorkha Dakshin Bahu”.
He was awarded with the best Administrator’s title marking the Honor of the National Youth by International Youth Forum.
He has been selected as the Best Administrator 2013 by the public, in a public poll conducted by Kantipur Top Ten Figures
Recently his works have been appreciated by the Country Reports on Human Rights Practices for 2013, published by Bureau of Democracy, Human Rights and Labor, US.
Fulfilling the expectation of Nepalese citizen has always been his priorities and he believes that “it is only in a corruption free society that the rights of citizen can be best realized, poverty reduced and sustainable development achieved."
